How the Index is built
The methodology
Each bureau is scored 0–10 per pillar on public information — published planner programs, subvention policies, infrastructure data, and the IncentiveTrips Destination Index — weighted to a 100-point total. Refreshed annually; bureaus may submit verified data for the next edition.
Scored on public information. No organization paid to appear, and placement is not for sale.
